NEC 3 TERM
SERVICE CONTRACT FOR MAINTENANCE WORKS
1. The South Eastern Education and Library Board is procuring a
Term Service Contract for M&E maintenance works. It is
anticipated that up to three Lead Contractors will be appointed.
Each of the Lead Contractors must be capable of delivering
through their supply chain a range of 21 named mechanical and
electrical skills
2. Applications are thus invited from competent contractors who
wish to be considered for inclusion on a short list of tenderers
for a NEC 3 Term Service Contract in accordance with the
restricted procedure.
3. The Form of Contract will be the NEC 3 Term Service Short
Form Contract as amended by the Board. The contract period will
be one year commencing on 1st January 2012 and may be extended
in one year increments for up to 3 years.
4. Contractors wishing to be considered should access the
e-sourcing NI website, where full details of the procurement are
available. The closing date for the return of PQQP documents is
11 August 2011.
5. A Contractor Awareness Day will be held at The South Eastern
Education and Library Board, Grahamsbridge Road, Dundonald,
Belfast BT16 2HS on Thursday 7th July 2011at 10:00am. Parties
wishing to attend should request a reservation by emailing Zena

6. A Contract Notice referring to the Contract has been placed
in the Supplement to the Official Journal of the European Union.
Ref: 2011- 089824 The Board does not bind itself to invite
Tenders from any applicant or to accept the lowest of any
Tender.
COMPLAINTS AND FEEDBACK PROCEDURE
7. In accordance with best practice, the SEELB wishes to publish
its complaints and feedback procedure in relation to this
procurement on its website.
8. If you feel SEELB has fallen short of demonstrating its
values, or meeting the guiding principles as set down in the
Northern Ireland Public Procurement Policy, then please write to
us about it. Where an applicant has a complaint, whether before
or after the date for the submission of the PQQ or tender
documents, that complaint should be addressed in writing (email
is acceptable) to the Senior Maintenance Officer (Buildings).

complaints procedure is in addition to and does not replace your
legal rights. It is not an appeal within the meaning of the
Public Contracts Regulations 2006 (SI 2006 No 5) as amended.
9. Owing to the nature of procurement processes, the SEELB’s
complaints procedures will not apply. This is because they do
not provide for a response in a time consistent with the demands
of a procurement processes and also because they encourage
verbal contact, which is inappropriate to a procurement process.
10. The SEELB is committed to learning from the procurement
process in genuine partnership with the construction industry.
Aside from complaints, the SEELB welcomes constructive comments
to help us improve our procedure.
