SEELB Governance Arrangements
On 6th July 2006 Board Members failed to agree actions necessary
to fulfil the requirements of a Resource Allocation Plan to

Education direction. As a result the Department of Education
suspended the Board and appointed 4 Commissioners to carry
out the functions of the Board. The appointment of the Commissioners
was made under Article 101 (7) of the Education and Libraries
(NI) Order 1986.
The Commissioners are:
Douglas Osler, former Senior Chief Inspector of Education,
Scotland
Joan Christie, former Chair of the North Eastern Education
and Library Board
Pat Carvill, former Permanent Secretary of DE and DFP
Lawson McDonald, Former senior IDB executive.
